Law enforcement agencies in Richmond, Delta, and Surrey have executed a series of coordinated raids resulting in the seizure of significant quantities of illicit drugs, firearms, cash, and precursor chemicals. The operation carried out on Wednesday and Friday of this week, led to the apprehension of eight suspects involved in transnational organized crime.
The investigation, initiated in September 2022 by the BC-RCMP’s Federal Serious and Organized Crime Major Projects Team, culminated in the execution of 11 search warrants on March 1, 2023. Among the findings was a sophisticated pill-pressing operation in South Surrey, indicating large-scale polydrug production activities, including the mixing of fentanyl and its analogs into counterfeit pharmaceutical pills.
Charges have been laid against eight members of a B.C.-based criminal organization, encompassing various drug- and weapons-related offenses, following an extensive probe by the BC RCMP Federal Policing program. Additionally, one suspect was arrested by the Integrated Homicide Investigation Team (IHIT) in connection with a gang-related murder plot.

Analysis of the seized pills revealed the presence of carfentanil, an extremely potent synthetic opioid, in the majority of the pressed pills. Carfentanil, with toxicity levels far surpassing those of fentanyl and morphine, poses a grave risk due to its lethal potency, even in minuscule quantities.
Further investigation linked the suspects, including Michael Manpreet Johal, to a murder plot, prompting collaboration between the Federal Serious and Organized Crime unit and IHIT. The scope of the investigation expanded to encompass overlapping organized crime networks, including a separate probe conducted by the Abbotsford Police Department.
The seizures yielded a total of 356,000 counterfeit polydrug pills, encompassing a variety of substances such as fentanyl, methamphetamine, benzodiazepines, and MDMA, disguised as pharmaceuticals like Adderall, Xanax, Percocet, and OxyContin. Alongside the pills, law enforcement confiscated firearms, ammunition, and precursor chemicals, potentially capable of producing hundreds of thousands more illicit pills.
The enforcement action spanned multiple jurisdictions across the Lower Mainland, underscoring the collaborative effort among law enforcement agencies to dismantle organized crime networks. The main suspects identified in this operation include Michael Manpreet Johal, Richard Sen, Jagdeep Singh Cheema, Michael David Rast, and Kevin Moebes.
These developments shed light on the intricate nature of organized crime and its profound impact on fueling the ongoing drug crisis in B.C. The discovery of counterfeit medication laced with lethal substances underscores the urgency of addressing the pervasive dangers posed by illicit drug manufacturing and distribution.
